 Not a fly

It was a very hot day yesterday. All our dogs and cats came into the house to hide from the heat, as well as a couple of these creatures. It looks like a fly but it isn't: my father says he saw them living on dogs. I tried to identify it but failed so any help is welcome.

When i heard the news today i thought it was someone's bad joke at first. Then i found that it isn't. I still can't believe it.
RIP Michael Jackson, we will miss you.

 Refuelling

These creatures look like a little plastic robots:

They actually behave like robots too. All their life is a simple program: search for food, get materials to build a nest, reproduce. Then the program ends with an end of season.
